Our Background
The North East Dublin Community Services Initiative (NEDCSI) was formed to run the Community Services Initiative in Dublin’s North East Inner City.
Formerly founded as North East Social Economy Network (NESEN) in 2003, NESEN changed company status and name to NEDCSI in 2007 to comply with Pobal Community Services Programme criteria.
North East Dublin Community Services Initiative (NEDCSI) is a social economy enterprise organisation.
Working in the Community
The North East Dublin Community Services Initiative (NEDCSI) are a not for profit company which aims “to provide demand deficient and sustainable services to the local community”. The current services being delivered through local groups are aimed at socially or financially disadvantaged individuals within the local community, aiming to produce both social and community gain.
NEDCSI services are designed to address locally identified gaps in the provision of services to the local community using local community assets and resources to address community disadvantage and to use long term local people to deliver the services identified under a Social Economy model.
None of the services delivered by NEDCSI are a duplication of resources available to projects.
Community Services Programme (CSP)
North East Dublin Community Services Initiative (NEDCSI) is funded through the “Community Services Programme” run by the Department of Rural and Community Development (was formerly run under Department of Social Protection) which is administered by Pobal.
The Community Services Programme (CSP) aims to support Community businesses to deliver local services to their communities and employ people from disadvantaged groups. The funding provided under the programme is a contribution to the worker’s wages and a small contribution towards Employer PRSI.

Grant Funding
The North East Dublin Community Services Initiative applies to Pobal for continued funding on a 3 year contract basis. In this process NEDCSI needs to provide the funders with information covering services we aim to provide for the 3 years. This includes;

- Demonstrate the value and need for the services.
- How the company works within the local community.
- The key objectives and targets and how these are measured.
- Any analysis that has been undertaken to determine continued social need and relevance for the services provided.
- Issues in the community that are not being addressed or met through other public or private resources.
- Who are the customers of the service.
- The need for the CSP supported posts and how they will directly contribute to meeting the identified needs.
- Key benefits to the target group/community.

Corporate & Board practices are also reviewed to ensure the company undertakes good financial planning and have adequate reporting and HR systems in place. Formal policies and Pobal procedures/ reporting systems are monitored to ensure compliance and due diligence.
Contracts are only issued once all the criteria in the Business Plan process has been met and approved by both Pobal and the Department.
Administration
The North East Dublin Community Services Initiative complies with all legal, statutory and funding requirements.
The company has an up to date “Tax Clearance Certificate” and completes tax returns, via ROS, on a monthly basis. It completes Company Registration Office (CRO) returns on time and on an annual basis, and is annually audited. It is compliant with Pobal funding and reporting requirements and makes financial & service outcome to Pobal on a 6 monthly basis.
The Board of Directors regularly review the companies “internal Financial Controls” and procedures to ensure good practice is delivered.
All Workers are issues with a contract; Job descriptions and Staff handbook which outline the policy; procedures and terms and conditions of service. The workers also receives regular Health and Safety training and any ongoing training that they may require. All new workers are given induction training.
All projects are visited weekly and engage with regular reporting systems on outputs and forward planning.
The North East Dublin Community Services Initiative is currently in the process of obtaining compliance in the “Code of Governance”.
Pilot Social Employment Project
The Dublin North East Inner City (NEIC) was formed to support the work of a Ministerial Taskforce under the Mulvey Report on the Inner City. The NEIC engage with Local Community groups and Representatives and Report back to the Taskforce with specific recommendations. They formed four sub groups focusing on Crime and Drugs; Educational and Training; Family, Children and Youth; and Physical infrastructure.
One of these recommendations was to create a Social Employment Project. The aim being to support services being delivered within the inner city aiming to lower waiting list for services; enable local community groups expand service and support local unemployment.
To do this it was proposed to fund the creation of 30 initial posts allocated to 8 projects within the inner city. These posts were for 30 hours per week at € 11 per hour. The NEIC approached nedcsi to act as an employer for these posts. This would cover Recruitment; payroll; training and employment issues. The North East Dublin
Community Services Initiative Board agreed to expand its services by supporting the NEIC in this initiative.
Delivery of CSP Services & Staffing
NEDCSI currently employs 1 Manager to oversee the 7 Workers (6.5 Full time equivalents). The current services supported include: Meals on Wheels & Social Activities/Trips for the Elderly, Caretaking/Maintenance for Community Hall and Community Centre, and Housekeeping services to childcare facilities.
Management of Company
The work of North East Dublin Community Services Initiative is overseen by a voluntary Board of Directors. The Directors comprise of skilled active community & retired members, many have vast experience working in the North Inner City with agencies such as FAS/HSE/DCC and bring a wealth of project management experience and a commitment to supporting initiatives to offer employment and engagement options within our catchment area.

Pobal
Pobal is responsible for the day-to-day operational delivery of the Community Services Programme. By providing an end-to-end grant management function, Pobal’s responsibilities include technical advice and support with programme planning and design, applications and appraisals, contract administration, disbursement of payments and debtor management. Pobal also provides bespoke and collective capacity building supports to services which include training, one-to-one tailored supports and business coaching, and an oversight role through monitoring and reporting and audit/verification.
